Shana Park Activities Related to the Extension of Normandy Drive
and the Smith Lake Wetland, May 2021 to present

Our community has closely followed proposals to develop the privately-owned land surrounding
the Smith Lake Wetland. This is because all proposals have included extending Normandy Drive
northward; and, the City of Olympia shows such an extension in its Comprehensive Plan. Here
we list pertinent Shana Park activities since May 2021 and provide links to all important
documents.

5/26/2021 – City of Olympia Community Planning and Development (“the City”) posts sign at north end of Normandy and mails notice to homeowners of application for development. Shana Park homeowners are invited to a neighborhood information meeting. Link 1

6/17/2021 – Shana Park homeowners participate in neighborhood information meeting via Zoom.

6/29/2021 – Shana Park Homeowners Association Board of Directors (“the Board”) sends letter to City expressing residents’ concerns with developer’s request for rezoning. Link 2

7/16/2021 – Friends of Smith Lake sends technical paper to City on the importance of the Smith
Lake Wetland. Link 3

Aug/2021 – City proposes more restrictive zoning than that requested by developer. The issue
will be decided by the Olympia Hearing Examiner at a public meeting.

10/14/2021 – Board sends letter for Hearing Examiner supporting City’s more restrictive zoning
proposal. Link 4

10/25/2021 – Board participates in public hearing via Zoom conducted by Hearing Examiner.

11/9/2021 – Hearing Examiner issues decision in favor of restrictive zoning proposal proposed by City and supported by Board. Link 5

1/7/2022 – Board sends letter to Olympia City Council supporting Hearing Examiner decision.

2/15/2022 – Olympia City Council unanimously approves restrictive zoning proposed by City,
supported by Board, and favored by Hearing Examiner. Link 7

4/15/2022 – Developer’s application is closed.

Aug/2023 – Friends of Smith Lake releases technical report rating Smith Lake as a Category I
wetland. Link 8

8/17/23 – Board sends letter to City stating that because Smith Lake is a Category I wetland,
extension of Normandy is not permitted by Olympia Municipal Code and should be removed
from the City’s Comprehensive Plan. Link 9

2024 – Upon notice by City of a new application for development, Board will immediately send Smith Lake Wetland Rating Report (Link 8) to the City Planner in charge of the application.
Much of the process that began 5/26/21 will be repeated.
